Fairl Franklin Carter, 90, of the Union Hill community in Clay County, Tennessee, passed away Friday, June 20, 2025, at Monroe County Medical Center in Tompkinsville, Kentucky.

Funeral services were conducted Monday, June 23, 2025, from the chapel of Anderson & Son Funeral Home. Interment followed in the Union Hill Cemetery.
